The 10% rate applies to the foreign share

Under Qatar's Income Tax Law No. 24 of 2018, companies pay a flat 10% tax on the portion of taxable profit attributable to foreign ownership. The Qatari and GCC-owned share of the same company's profit is generally exempt from this tax.

Why this matters for joint ventures

A joint venture that's 60% Qatari-owned and 40% foreign-owned would only pay the 10% tax on that 40% foreign-owned share of profit — making ownership structure a real factor in tax planning for anyone setting up a business in Qatar.
