Freezone vs Mainland: Which UAE Business Setup Is Right for You?

· 1 min read · Business Setup

One of the first decisions anyone starting a business in the UAE has to make is Freezone or Mainland. Both allow 100% foreign ownership now, so the decision usually comes down to where you need to trade and how much you're willing to pay upfront.

The core difference: where you can trade

A Freezone company is generally restricted to trading within its free zone, internationally, or with other free zones — trading directly in the UAE mainland market usually requires a local distributor or a separate mainland presence.

A Mainland company can trade anywhere in the UAE without restriction, including bidding on government contracts.

Cost comparison

Freezone setup is typically cheaper upfront, with lower license fees and often flexi-desk options instead of physical office requirements. Mainland setup usually costs more due to Department of Economic Development (DED) fees and tenancy/Ejari requirements, but opens up the full local market. Actual costs vary significantly by activity, freezone, and visa count — always get a specific quote before committing.

Frequently asked questions

Can a Freezone company get 100% foreign ownership?
Yes, freezones have always allowed 100% foreign ownership. Since reforms in 2021, most mainland activities now allow 100% foreign ownership too, removing the old requirement for a local UAE national sponsor in many sectors.
Which is cheaper to set up, freezone or mainland?
Freezone is generally cheaper to start, especially with flexi-desk packages, but mainland gives unrestricted access to the local market which can be worth the extra cost depending on your business.
